Respond to issues raised by resource specialists as part of the Forest Service's internal review <br /> process. <br /> 2. Provide preliminary title evidence for all parcels in the proposed exchange. <br /> 3. Prepare maps to Forest Service specifications of the exchange parcels. <br /> 4. Work with the Forest Service review appraiser on the valuation consultation for the <br /> Feasibility Analysis. <br /> 5. Finalize the terms of an Agreement to Initiate the land exchange to be signed by the District <br /> and the Forest Supervisor for the Rio Grande National Forest Service upon Regional Office <br /> approval of the Feasibility Analysis. <br /> Major Deliverables/Products: <br /> 1. Signed Agreement to Initiate between the District and the Forest Service. <br /> Task 3—NEPA Analysis <br /> Description of Task: WLG will work with the Rio Grande National Forest to complete the NEPA <br /> analysis for the exchange. Tasks to complete this phase of the process include,but are not limited <br /> to: <br /> 1. Prepare legal notices,notification letters to interested parties,and other scoping documents <br /> soliciting initial public input on the exchange. <br /> 2. Coordinate outreach to key stakeholders and local governments to inform them about the <br /> exchange and solicit their support. <br /> 3. Oversee third-party contractors hired by the District to prepare heritage resource inventories, <br /> • biological species inventories,wetland and floodplain analyses,Phase I Environmental Site <br /> Assessments,and surveys of the exchange parcels to Forest Service specifications. <br /> 4. Coordinate preparation of the NEPA document by a third-party contractor hired by the District. <br /> Coordinate outreach to key stakeholders and local governments during the public comment <br /> period on the NEPA document. <br /> Major Deliverables/Products: <br /> 1. Completion of Draft NEPA document for public comment. <br /> 2. Final NEPA document <br /> Task 4—Appraisals <br /> Description of Task: WLG will facilitate the appraisal process for the exchange parcels.
