and social and environmental impacts from the draft FR/EIS. It is intended
that this information could be submitted as part of loan applications made by
the individual Users of the Chatfield Reallocation project, which would be
submitted to the CWCB. CWCB's Water Project Loan Program Guidelines will
be followed.
Some of this information (e.g., social and environmental impacts) will not
become public until the Draft Environmental Impact Statement (DEIS) is
released by the Corps. As of September 28, 2007, the Corps was projecting its
release by March 2008; however, this date may slip. A single document
including these Loan Feasibility Study Common Elements will be completed
within one month after the DEIS is released by the Corps. A draft will be
provided by the end of February 2008. The draft will be based on publicly
available information, as well as information from the Preliminary Draft
Environmental Impact Statement (PDEIS), which will be available to CWCB and
the District as cooperating agencies. The draft will be for internal review and
comment by CWCB staff only, as this information is not available to non-
cooperating agencies.
2b) Provide a summary of supporting information to accompany the Loan
Feasibility Study Common Elements report that describes how an entity
should use the common elements and what other information will needed to
be supplied by the individual loan applicants to complete an application. This
supporting information will be provided with the Loan Feasibility Study
Common Elements report.
2c) Based on input from CWCB staff and CWCB loan program information, provide
the timing of the CWCB loan process (for those applying for loans both greater
than and less than $10 million) and how /when money can be "drawn" from
the loan and when it will need to be repaid. A draft of this document will be
made available by January 14, 2008. The final version will accompany the
Loan Feasibility Study Common Elements report.
Task 3. Detailed Timeline with Notes for Internal Use
Produce a more detailed timeline, to supplement the summary chart included in the
Task 1 document. This timeline will also include portions that describe:
1) CWCB's loan and legislative requirements/approvals timeframe (for loans
greater than $10 million, as well as for any legislative approvals that may
be needed to facilitate the payment provisions of water users contracts
managed by CWCB);
2) Typical city/district budgeting timelines; and
3) A more detailed timeline for the Corps' Feasibility Study/EIS/ Record of
Decision/Mitigation Construction/VVater Contracting timeframe.
