It is intended <br /> that this information could be submitted as part of loan applications made by <br /> the individual Users of the Chatfield Reallocation project, which would be <br /> submitted to the CWCB. CWCB's Water Project Loan Program Guidelines will <br /> be followed. <br /> Some of this information (e.g., social and environmental impacts) will not <br /> become public until the Draft Environmental Impact Statement (DEIS) is <br /> released by the Corps. As of September 28, 2007, the Corps was projecting its <br /> release by March 2008; however, this date may slip. A single document <br /> including these Loan Feasibility Study Common Elements will be completed <br /> within one month after the DEIS is released by the Corps. A draft will be <br /> provided by the end of February 2008. The draft will be based on publicly <br /> available information, as well as information from the Preliminary Draft <br /> Environmental Impact Statement (PDEIS), which will be available to CWCB and <br /> the District as cooperating agencies. The draft will be for internal review and <br /> comment by CWCB staff only, as this information is not available to non- <br /> cooperating agencies. <br /> 2b) Provide a summary of supporting information to accompany the Loan <br /> Feasibility Study Common Elements report that describes how an entity <br /> should use the common elements and what other information will needed to <br /> be supplied by the individual loan applicants to complete an application. This <br /> supporting information will be provided with the Loan Feasibility Study <br /> Common Elements report. <br /> 2c) Based on input from CWCB staff and CWCB loan program information, provide <br /> the timing of the CWCB loan process (for those applying for loans both greater <br /> than and less than $10 million) and how /when money can be "drawn" from <br /> the loan and when it will need to be repaid. A draft of this document will be <br /> made available by January 14, 2008. The final version will accompany the <br /> Loan Feasibility Study Common Elements report. <br /> Task 3. Detailed Timeline with Notes for Internal Use <br /> Produce a more detailed timeline, to supplement the summary chart included in the <br /> Task 1 document. This timeline will also include portions that describe: <br /> 1) CWCB's loan and legislative requirements/approvals timeframe (for loans <br /> greater than $10 million, as well as for any legislative approvals that may <br /> be needed to facilitate the payment provisions of water users contracts <br /> managed by CWCB); <br /> 2) Typical city/district budgeting timelines; and <br /> 3) A more detailed timeline for the Corps' Feasibility Study/EIS/ Record of <br /> Decision/Mitigation Construction/VVater Contracting timeframe. <br /> RICE—CHATFIELD REALLOCATION —911-805-00-355 PAGE 5 <br />
