IYV.YJGG h'. <br /> • EXHIBIT A <br /> • <br /> SCOPE OF SERVICES <br /> CHATFIELD REALLOCATION MANAGEMENT <br /> LEONARY RICE ENGINEERS, INC. <br /> Consultant shall perform the following services to provide planning documents related <br /> to a Purchase Order between the Owner and the State of Colorado attached hereto as <br /> Exhibit C, for the Chatfield Relocation effort currently underway. Exhibit C is <br /> incorporated herein and controls any conflict, if one exists. <br /> I. SCOPE OF SERVICES <br /> Task 1. Project Planning Document for Decision Makers <br /> Develop a two-page (back-to-back) summary document for the Chatfield Reallocation <br /> Project, to be used by Boards, City Councils, City and District Managers, etc. to gain <br /> an overall understanding of the project and its timing. It will describe what the <br /> reallocation project is about (including a cross-sectional graphic of the reservoir), <br /> identify its multi-purposes/uses, give a brief history of the project, identify the various <br /> Users of the Chatfield Reallocation Project, and include other items identified by • <br /> Colorado Water Conservation Board (CWCB) staff. The document will include a <br /> timeline that identifies the various stages of the project (e.g., Feasibility <br /> Report/Environmental Impact Statement (FR/EIS); Corps of Engineers' decision- <br /> making process through the Record of Decision (including timeframe for public <br /> input); water storage contracts development and execution; and design and <br /> construction for both environmental and recreational mitigation needs. This chart will <br /> also identify key points throughout the process where Users wilt need to make <br /> payments for the design and construction of mitigation, as well as payment for the <br /> actual use of the reallocated storage space in Chatfield. The target audience is high- <br /> level decision makers, The document will be produced no later than January 14, <br /> 2008, for distribution to CWCB members prior to its January 2008 meeting. <br /> Task 2. Loan Feasibility Study Document—Project Components Common to All <br /> 2a) Provide needed information on those common elements of the required Loan <br /> Feasibility Study that would need to be submitted by Users who desire to <br /> obtain funds through the CWCB loan program. Documentation would be <br /> provided for elements common to all applicants. This includes items such as: <br /> need and purpose of the overall Chatfield project; project description, <br /> alternatives identified (this element will be different for the Upstream and <br /> Downstream Users); preliminary costs estimates available from the Corps' <br /> initial economic feasibility analysis, as well as cost comparisons to identified <br /> alternatives; implementation schedule, including mitigation and potential <br /> permitting needs; institutional considerations for the overall Chatfield project; <br /> RICE—CHATFIELD REALLOCATION—911-805-00-355 PAGE 4 <br />
