5.b. Preliminary work has indicated that agreements will be necessary with BOR <br /> for use of Project facilities and with other water users in the project area to <br /> purchase or lease (long term) water to use in conjunction with additional storage. <br /> These agreements, if not finalized during the feasibility study, must be developed <br /> to a point that completion is imminent. The agreements might be with parties to <br /> provide water and/or existing facilities and with parties that would be purchasing <br /> the water supplies. If expenditures are required by the District to secure these <br /> agreements, those expenditures shall be included as part of the financial plan <br /> developed with the CWCB. <br /> 5.c. The report will <br /> follow CWCB Construction Fund Guidelines and will be presented to funding entities as <br /> support for the funding request. The report will have maps, charts, extensive narrative, and <br /> appendices to describe the preferred plan and the process to select the plan.
