Duke Ditch Company Agenda Item 13b <br /> March 16-17, 2016 Board Meeting(Updated March 18, 2016) <br /> Page 4 of 6 <br /> Water Supply Reserve Account Grant <br /> Applicant a Fiscal Agent: Duke Ditch Company <br /> Water Activity Name: Piping the Duke Ditch <br /> Water Activity Purpose: Agricultural / Municipal <br /> County: Delta <br /> Drainage Basin: Gunnison <br /> Water Source: Leroux Creek <br /> At the February 2016 Gunnison Basin Roundtable meeting, the Roundtable recommended approval of <br /> the Piping the Duke Ditch Project application request for the following Basin and Statewide Funds: <br /> Amount Requested/Source of Funds: $47,237 Gunnison Basin Account <br /> $47,237 Statewide Account <br /> $94,474 Total Grant Request <br /> Matching Funds: Basin Account Match: $47,237 = 50% of total grant request (meets 5% min); <br /> Basin Account 8 Applicant Match: $702,137= 1486%of total grant request (meets <br /> 25% min); <br /> Applicant Match: $654,900 = 87% of total project costs ($749,374) <br /> (refer to Funding Summary/Matching Funds section) <br /> Objectives: <br /> The primary purpose of this Project is to reduce salt loading to the Colorado River system by 395 <br /> tons/year. It supports agriculture in Western Colorado and improves habitat for threatened and <br /> endangered fish in the Colorado River basin by decreasing salt and selenium. <br /> Discussion: This Project aligns with Colorado's Water Plan as described in Section 6.5 Municipal, <br /> Industrial, and Agricultural Infrastructure Projects and Methods. The Project also meets the Gunnison <br /> Basin's primary goal in its Basin Implementation Plan of protecting existing water uses in the basin (see <br /> BIP Table 11. Basin Goals) and meets the complementary goals of improving agricultural water <br /> supplies, protecting the environment, and improving water quality. <br /> Issues/Additional Needs: Final Professional Engineer stamped construction drawings will be required <br /> by the CWCB prior to disbursement of funds. <br /> Threshold and Evaluation Criteria: <br /> The application meets all four Threshold Criteria. <br /> Tier 1-3 Evaluation Criteria: <br /> Staff has reviewed and evaluated the applicant's grant documents and determined that it satisfies the <br /> Evaluation Criteria. Please refer to WSRA Application for applicant's detailed response. <br /> All products, data and information developed as a result of this grant must be provided to the CWCB in <br /> hard copy and electronic format as part of the project documentation. This information will in turn be <br /> made widely available to Basin Roundtables and the general public and will help promote the <br /> development of a common technical platform. In accordance with the revised WSRA Criteria and <br /> Guidelines, staff would like to highlight additional reporting and final deliverable requirements. The <br /> specific requirements are provided below. <br /> Reporting: The applicant shall provide the CWCB a progress report every 6 months, beginning from the <br /> date of the executed contract.
