All written comments <br /> were due on October 29, 2001. The Staff and the parties met on November 7, 2001 pursuant to the prehearing <br /> order. <br /> 1. To foster a cooperative process, the Staff recommends adopting Rule 5 of the ASOR and inserting it <br /> directly after the definitional rule,if rewritten in the following manner: <br /> RULE S. OPTIONAL PRE-APPLICATION MEETINGPROCESS <br /> Prior to submitting an Application to water court or to the Board, the Applicant shall have the <br /> opportunity to meet with Staff to discuss the RICD application Proposed Project, the Evaluation Factors <br /> and the procedure followed by the Board to review the aApplication. Staff will provide input regarding <br /> the Evaluation Factors factors as applied to the Preposed--Project application and how the Proposed <br /> Project application can meet the intent of section 37-92-102, C.R.S. (2001). <br /> 2. In addition, the Staff recommends incorporating Rule 8 of the ASOR into Rule 10 of the Staff's <br /> recommendation. New Rule 10 would read as follows: <br /> At the Applicant's s requa t, St aff shall review the application in consultation with t o Applicant and will <br /> V provide input regarding the application. The Staff shall provide a written report to the Board based on <br /> • the information provided by the Applicant, and any other applicable information. <br /> Flood Protection•Water Project Planning and Financing•Stream and Lake Protection <br /> Water Supply Protection•Conservation Planning <br />
