potential to affect water quality. La Plata County is one of the most energy-developed counties in the <br /> state. Archuleta County is the home of growing oil and gas development. San Juan County has the <br /> opportunity and challenge of renewed mining activity. <br /> Balance is also a major issue in this region with regard to consumptive and non-consumptive uses. The <br /> State Water Supply Initiative("SWSI")process identified the need for increased municipal water <br /> development in the area with the area's growing population,but recreational needs are also growing. The <br /> HB1177 Basin Roundtable is focusing on both consumptive and non-consumptive area water needs. The <br /> HB 1177 Roundtable anticipates working to quantify recreation and other non-consumptive area future <br /> needs. Various other groups in the area are also working on water planning and water quality,including <br /> but not limited to the Animas River Stakeholders'Group,Animas Watershed Partnership,and watershed <br /> groups on the Pine and Animas Rivers. The Southern Ute Indian Tribe is seeking to address water quality <br /> issues on the Southern Ute Indian Reservation. The Steering Committee conducted a"Sweep"process to <br /> identify both consumptive and non-consumptive water needs for the six streams on which the public <br /> process will focus. <br /> 6. Activities and Timetable <br /> The Steering Committee has been conducting activities for over a year and may continue for three to five <br /> more years. The Workgroup expects to start the process of public meetings in the late spring of 2008. <br /> Each of the six streams to be addressed will involve at least ten(10)public meetings to allow the full <br /> discussion of issues. It is hoped that more than one stream can be addressed at a time. The schedule will <br /> be dictated by the need for a thorough public process. . <br /> 7. Future Plan and Funding <br /> The Workgroup Steering Committee has developed plans for sustaining future efforts,has secured the <br /> financial support of a range of significant entities and continues to work to obtain additional funds. In <br /> addition to commitments of substantial in-kind contributions of time from the entities represented by the <br /> Committee participants,the following planning activities have occurred: <br /> • the US Forest Service has committed to providing support within the framework of agency <br /> operations, <br /> • the Southwestern Water Conservation District has indicated the potential for future funding, and <br /> • a funding request has been submitted to the Southern Ute Indian Tribe and, for 2009 Severance <br /> Tax Funds to the CWCB. <br /> The Steering Committee estimates that it currently has funds to cover the costs associated with the public <br /> process for one stream. Since the Steering Committee expects to pursue more than one stream through <br /> the public process at a time,however,the currently available funds may not be sufficient to allow the <br /> completion of one stream process. <br /> 8. Staff/Volunteers <br /> The participants on the Steering Committee represent specific interested entities and provide their time on <br /> a volunteer basis.
