will take place.The public workgroups may also not get consensus but their reports will reflect the discussions and <br /> the"range of ideas"generated. <br /> • The basin discussion will evaluate the recommendations made for each of the river segments discussed by the <br /> public workgroups specifically in relation to Wild and Scenic River status but also, perhaps other water or <br /> watershed protection tools or approaches will be on the table for consideration. <br /> • Very important! The work, recommendations,and conclusions, including especially any consensus <br /> recommendations of the public workgroups will not be un-done in the basin discussion.That is to say that the <br /> public workgroups are community-driven and community-based. The basin discussion will not"trump"or"un-do" <br /> any consensus reached at the community level. Period. <br /> • Representatives from the River Protection Workgroup Steering Committee along with several representatives from <br /> each public workgroup will participate in the basin discussion. The process for participation will be developed and <br /> released at the end of 2011. Comments and suggestions are more than welcomed about the'"just right ways"to <br /> conduct the basin discussion. <br /> • The basin discussion,just like the public workgroups,will operate on consensus. <br /> • The specific issues to be addressed (initial list): <br /> a)Are there areas of the basin where WSR makes sense and there is support? <br /> b) If so which areas are those? <br /> c) If there were to be agreement for WSR on some segments,then is there agreement to release suitability or <br /> eligibility on other segments? <br /> d)Aare there other issues arising from the public workgroups that are logical topics to be discussing at the basin <br /> level? <br /> • The basin discussion may evolve into a basin"negotiation", and the model and process steps for the negotiation <br /> will be developed at a future date if this becomes necessary. The intent is to start the basin discussion using <br /> essentially the same process used at the community,public workgroup level. However, it is recognized that a lot <br /> is at stake and a more formal model for conflict resolution, such as a negotiations scenario,may need to be <br /> instituted. <br /> • The most important part of the basin discussion will be continued linking with all the interests in the region both <br /> from the water development and user community and the conservation/environmental communities but also with <br /> ranchers and grazers, recreationists, interested citizens, business owners—essentially anyone out there who has <br /> an interest. One very strong principle of the basin discussion will be fair representation from all interests who were <br /> present at the public workgroups. Since the decision making will be by consensus, no interest should feel like they <br /> have to"stack the room"or launch advocacy campaigns to influence the outcome. <br /> • The basin discussion is in no way paid for or directed by the San Juan Public Lands Center(USFS/BLM).The River <br /> Protection Workgroup model is a community-based model with the USFS/BLM participating. <br /> • It is important to note that WSR issues related to Hermosa Creek will be discussed through what became know as, <br /> in that group,as the "Circling Back" process(read report here and refer to page:XXX)Add link. <br /> For more information on the RPW Steering Committee and the project,go here:XXXXXX,and to find out about the <br /> current public workgroup model,go here:XXXXX <br /> For more information,contact:XXXXX <br />
