• There is a tentative meeting with the San Juan Habitat Partnership Program on December 6`h. Details later. This
would be with the HCDC.
• The larger Hermosa Creek Workgroup should be called together to discuss the draft bill as well.
• Terra said Senator Bennet's office would be willing to join the HCDC.This was thought to be a good idea for
continuity purposes since Congressman-elect Tipton will be new to the RPW project and the results of the 22
month Hermosa Creek process.
Vallecito Creek/Pine River
As per a decision at the last meeting,Tami is doing outreach and will come back to the RPW so a decision can be made
about how to proceed.Tami sent out an email to those who have participated so far and that email was shared with the
RPW.Tami,John T.and Meghan are visiting with the Hinsdale BOCC on 12/8.
Alpine Triangle Effort in Relation to 2011 Animas River—RPW Workgroup
• There has been an effort since last year to establish an NCA in the Alpine Triangle(Hinsdale,Ouray and San Juan
Counties).TU led the effort at first and it met with opposition from some sectors.Colorado Wild is now involved.A
facilitator from Western State College has been approached about doing some type of stakeholder process. The
players in that effort have asked the RPW how their efforts could or should meld or integrate with the Animas
River RPW Workgroup that is set to kick off this spring.
• After much discussion, it was reiterated that the RPW will kick off the Animas group using our model. The Alpine
Triangle"players"will be invited to the table, along with everyone else. It would be desirable to have the Alpine
Triangle effort incorporated somehow with the Animas RPW Workgroup. This could be similar to how and existing
proposal for Hermosa Creek(by TWS,SJCA and Trails 2000)was discussed at a larger community level, and then
integrated. That group will need to decide how it wishes to participate. Essentially, the decision was that the RPW
should continue to work the model it set forth and it is hoped that the Alpine Triangle effort can be integrated
somehow.Concern was expressed about having two stakeholder groups happening at the same time. It could
confuse community residents/participants and also, it's not very efficient given the geography and people's time.
• The Alpine Triangle effort is a lands protection effort and is not dealing with water. However, land protections are
viewed by some as one tool for water protection.
• Note:The Animas River RPW Workgroup will cover a much larger territory(to the south)than the geography being
looked at in the Alpine Triangle.
Other:
• The next meeting is 12/13 from 9 to 11:30 a.m.with a holiday lunch scheduled afterwards(optional).
✓ Meghan and Steve will attend the San Juan RC&D meeting on 11/10 and speak about the RPW project.
• Because a number of people will not be able to make the San Juan 11/18 meeting, Marsha was asked to
reschedule it and get out a list of potential dates for doing so.
Basin Discussion Document
(DRAFT#1): 11/22/10
The "Basin Discussion"that the River Protection Workgroup will lead after the five public workgroups conclude is
described as:
• Five public workgroups are being carried out for: Hermosa Creek; East and West Forks of the San Juan;Vallecito
Creek/Pine River; and the Animas and Piedra Rivers.Once each of these public workgroups is concluded and each
one determines what tools they recommend for protection of the values, a process called the"basin discussion"
