Exhibit A: Upper Colorado W&S Stakeholders Group <br /> • Commercial Data Exploration <br /> RRC will complete 2014 commercial data consolidation and file organization and participate in <br /> meetings to establish consensus on assumptions and validation of a commercial user database. <br /> Additionally, RRC will complete 2014 commercial data collection and consolidation by reaching <br /> out to the participating agencies (BLM and USFS)to ensure that outfitter reports from the 2014 <br /> season are handled in a uniform manner that can be tracked and compared with results from <br /> 2013 and previous years. <br /> Intercept-based Survey Research <br /> The budget presented below includes "options"for intercept surveys include changing the <br /> program to focus particularly on Anglers, or Boaters, or both segments. If this option is chosen <br /> and intercept surveys continue, it is recommended that the study days be scheduled based on <br /> anticipated river conditions, rather than prescheduling the summer in advance. The RRC team <br /> will work with the SG to finalize a survey instrument to be administered via intercepts during <br /> summer 2015. The survey instrument will draw upon research conducted by the SG in 2012 <br /> through 2014, but it will be modified to include enhancements that are recommended based on <br /> the survey results from 2014. <br /> The objective of the intercept survey work elements will be to gather data to refine the <br /> understanding of river use under various conditions. The intercept data, together with user <br /> counts, will be used to further measure the number of visitors that make up different segments <br /> of user groups (commercial/private,fishing/recreational floaters, type of craft, etc.), and to <br /> develop a framework for future research efforts. If intercept surveys are conducted, they will <br /> be fielded at takeout areas representing various segments of the river, including the reach from <br /> Two Bridges and below. <br /> Floatboaters' Panel <br /> As an option,the research program for 2015 may continue the use of the "panel" survey of <br /> floaters. The objective of the panel research would be to maintain a sample of floaters that is <br /> drawn from users of the Upper Colorado River, based on the 2012-2015 research, and to be <br /> able to go back to this sample multiple times to explore these individuals' experiences if/when <br /> they floated the river during a particular period of time. This research would permit us to <br /> continue to gather input from users who may or may not choose to visit the river at a particular <br /> time or under certain river conditions. The option anticipates two "waves" of Panel surveys, <br /> one in June and one in September. <br /> • <br /> RRC Associates ��`� 3 <br />
