Exhibit A: Upper Colorado W&S Stakeholders Group
4. Traffic Counters: Expand the current program to cover three additional sites (Two
•
Bridges and at least two locations further down river). Potentially purchase counters
that would permit daily data collection. Evaluate opportunities to coordinate with BLM
and USFS (campground hosts, interns, others?)to get more representative data in a
cost-effective manner. These investigations are ongoing.
5. Floatboaters'Panel: Continue to use the Panel Survey to explore participation in boating
and angling across the entire summer by those that have been interviewed at some
point in time on the Colorado River. The Panel provides a means to understand what
boaters and anglers are doing, both on days on the Colorado and elsewhere, and to
explore their motivations for recreating in various locations.
Observing (Counting) Users of the Upper Colorado River
Obtaining accurate counts of river users will continue to be a key component of the 2015
research. These data will provide a basis for estimating the number of users that fall into
various categories based on the Observation and Intercept Survey program (described further
below). The objective of this research is to obtain an accurate estimate of total visitation to the
Upper Colorado River segments from the Blue River confluence below Kremmling to No Name
in Glenwood Canyon. Methods for obtaining counts will include the following techniques:
1. Pressure sensitive vehicle counting devices. For 2015 RRC suggests that the vehicle •
counter program be expanded. Units will be placed at the entries to a total of 6
launch sites (using 3 BLM counters, one RRC counter, and the proposal calls for the
SG to acquire at least two units that can be read on a daily basis). Again this year,
this effort will be closely coordinated with BLM and other appropriate agencies and,
to the extent possible, will draw upon past and ongoing efforts of others (BLM, USFS,
etc.).
2. Observations on a sampling of representative days. RRC and the SG will develop a
sampling plan to conduct visual counts on selected days throughout the summer
2015 season. Unlike efforts from the past two years, the survey days will be
selected as the season evolves with a goal of"filling in" some of the data gaps
associated with day of week, week of summer, and variable weather and water
conditions. Counts will be based upon observations obtained from appropriate
vantage points by trained individuals. The anticipated number of days for counts
this season, based on budgetary and logistical considerations, will be a minimum 15
days with observation occurring at two to three locations on any selected study day.
•
RRC Associates 2
