One approach to monitoring these ORVs might be to rely on <br /> CDOW observational data and information to inform the SG about the river otter and <br /> bald eagle status in these reaches. The Natural Heritage Program and others often have <br /> available information on riparian plant communities. The scenic aspect could be <br /> reviewed under USFS and BLM protocols. <br /> 2.
