Description of PROJECT: This CONTRACT is to be used for the <br /> Chatfield Reallocation Project, specific to the "first cost of storage"as defined <br /> in the Agreement Between the Department of the Army and the Colorado <br /> Department of Natural Resources for Reallocation of Water Storage Space, <br /> Recreation Modifications, and Compensatory Mitigation Features at the <br /> Chatfield Dam and Reservoir, Colorado" dated October 9, 2014 and is <br /> defined as the "PROJECT". It will provide 20,600 acre-feet (AF) of storage <br /> in Chatfield between elevations 5432 and 5444 MSL for M&I water supply <br /> and other purposes including agriculture, environmental restoration and <br /> recreation and fishery habitat protection and enhancement. The District will <br /> receive 131.3 AF of the 20,600 acre-feet of the storage to be reallocated. <br /> The BORROWER'S estimated pro-rata cost share, based on their storage <br /> allotment, is $104,000 and the loan amount approved by CWCB is <br /> $94,637.00, which includes a loan service fee of 1% of $937. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study <br /> report dated March 13, 2014 on the PROJECT, titled "Loan Feasibility Report- <br /> Chatfield Reservoir Reallocation,"which was prepared by James Culichia, <br /> Attorney for the District and includes an alternative analysis, cost estimates, <br /> and financial statements. The feasibility study relies on the FR/EIS prepared <br /> by the Corps, and the Fish, Wildlife and Recreation Mitigation Plan <br /> (FWRMP) prepared by the Reallocation Participants in accordance with <br /> C.R.S. 37-60-122.2. Based upon the feasibility report, incorporated herein by <br /> reference, the CWCB determined the PROJECT to be technically and <br /> financially feasible. <br /> SECTION 3—CWCB's AUTHORITY <br /> Severance Tax Perpetual Base Fund: This loan is made pursuant to the provisions of <br /> §§ 39-29-109(1)(a)(I), 37-60-119 and 37-60-120, C.R.S., which authorize the CWCB to <br /> loan money for water projects from the Severance Tax Perpetual Base Fund for the <br /> benefit of the people of the state, provided that the BORROWER assures repayment of that <br /> Appendix 1 <br /> Page 1 of 3 <br />
