EXHIBIT A— STATEMENT OF WORK <br />Exhibit A <br />Statement of Work <br />March 18, 2015 <br />WATER ACTIVITY NAME — North West Douglas County Rural Water Project <br />GRANT RECIPIENT — Plum Valley Heights Sub-District of the Roxborough Water and Sanitation District <br />FUNDING SOURCE — The State and Metro Basin Water Supply Reserve Aceounts <br />INTRODUCTION AND BACKGROUND <br />The Plum Valley Heights Sub-District of the Roxborough Water and Sanitation District ("Sub-District") is <br />undertaking the North West Douglas County Rural Water Project to provide a water supply to the neighbors in the <br />Northwest portion of Douglas County. The project will purchase water from Aurora, construct water lines, and <br />pumping and storage facilities. This gant will be used to help finance the construction of the water lines and storage <br />tank. The cost ofthis portion ofthe project is $3,604,500. The total project cost is estimated at $14.96 million. <br />OBJECTIVES <br />The objectives of the total project are to: <br />(1) Replace a diminishing and non-renewable water supply with a renewable water supply; <br />(2) Reduce the pumping in the Denver Basin Formation; <br />(3) Develop a water transmission system that will serve 4 rural neighborhoods and provide a core transmission <br />system for further extensions down the Highway 85 Corridor to provide far additional rural neighborhoods <br />and existing commercial developments; <br />(4) Reduce the cost burden on rural neighborhoods suffering unintended consequences of pumping of the <br />Denver Basin Formation across Douglas County per state regulations; <br />(5) Provide a care water transmission system with a reliable, permanent water supply that will encourage <br />redevelopment and upgrades of existing development to promote investment in sanitary sewer systems and <br />treatment; <br />(6) Maintain approximately $100 million of property value by providing long term water supply. <br />The objective of the bid and construction phase this grant will help fund is to procure the lowest construction cost by <br />a qualified contractor, and construct the water lines and storage tank necessary for the successful completion of the <br />total project. <br />TASKS <br />TASK 1— Bid and Construction <br />Descri�tion of Task: The Sub-District will bid and construct the water lines and storage tank. Construction <br />observation will be completed by the design engineer and district operations staff. <br />Method/Procedure: A Request for Proposals will be published in a newspaper for general circulation and <br />include the project description, contractual terms, specifications, and bond requirements. Upon receipt of <br />proposals, the District will review all pricing and evaluate the contractor but may reject all bids if the District <br />can perform the work for less than the lowest bid. The General Contractor will be responsible for compliance <br />with County regulations and all permitting. The design engineer and the district manager will review and <br />approve all pay applications and will make progress payments based upon work actually <br />completed. Invoiced payments will be submitted to the CWCB for payment to the District for completed <br />work. <br />Page 1 of 2 <br />
