t <br />i <br />MEMORANDUM <br />TO: Senate Appropriations Committee Members <br />FROM: Wendi Mahoney, JBC Staff (866 -4955) <br />SUBJECT: Sponsor Amendment L.021, H.B. 984006 <br />DATE: April 29, 1998 <br />Attached sponsor amendment L.021 makes the following changes to H.B. 98 -1006: <br />► Amends the Legislative Declaration clause to indicate that programs operated under <br />the provisions of this bill are for complying with the Federal Mandates Act, and for <br />negotiating agreements with federal agencies and other states to avoid regulatory <br />conflicts; <br />► Creates an operation and maintenance account and a capital account within the <br />Species Conservation Trust Fund, and specifies the purposes of each; <br />► Makes the following appropriations to the Species Conservation Trust Fund: <br />- from the drinking water revolving fund to the capital account, $2.4 million <br />- from the Colorado water conservation board construction fund to the capital <br />account, $500,000 <br />- from the reserved rights litigation fund to the capital account, $1.0 million <br />- from the general fund to the capital construction fund to the capital account, <br />$5.1 million <br />from the fish' and wildlife resources account in the Colorado water <br />conservation board construction fund to the operation and maintenance <br />account, $1.0 million <br />The total appropriation to the Species Conservation Trust Fund is $10.0 million. <br />These are assumed to be one -time fund sources. There is no appropriation to the <br />Department of Natural Resources required at this point. The Department anticipates <br />continuing efforts to secure additional fund sources, and to begin expenditures in FY <br />1999 -00. The attached table outlines annual appropriations and expenditures. <br />► Eliminates the current appropriation of $10 million total from certificates of <br />participation funds within the capital construction fund. <br />
