Program. Reregulation of flows under the Tamarack Plan may also provide
benefits to water users within Water District 64. In addition, water stored in
the Ovid Reservoir could be used for related fish and wildlife purposes and to
assist other water users with their augmentation responsibilities.
2. Review the South Platte River Compact between Nebraska and
Colorado.
The South Platte River Compact has specific requirements depending on the
time of the year and conditions of river flow which must be considered. These
Compact conditions need to be considered in evaluating potential operations
of the "Tamarack" Project, as well as potential reservoir operations.
3. Review the Ovid Reservoir feasibility study prepared by Tuttle
Applegate to gain insight into potential rates of storage and release.
4. Review spreadsheets prepared by Division of Water Resources
personnel, which describe certain hydrologic relationships between the
potential operation of the Ovid Reservoir and replacement or
reregulation of flows pursuant to the Tamarack Plan, including the
following.
a. document the assumptions used in the preparation of the Division
of Water Resources (DWR) spreadsheet analysis.
b. identify any relevant factors that were not included in the
assumptions used in preparing the DWR analysis and provide
commentary, where possible, to clarify the result if the omitted
factors had been considered.
3 DRAFT, July 16, 1999 (3:04pm)
