DOI disagreed <br />and several letters were exchanged before PCNs were evaluated. <br />07/09/2010 <br />BOR provides lead federal agency clarification letter <br />to Corps <br />09/03/2010 <br />Corps is authorized to continue the PCN Review. <br />Corps asked questions relative to volume of fill, borrow locations, <br />Corps coordinates with Program on PCN needs <br />nature of construction activities. <br />09/21/2010 <br />Corps determines Elm Creek and Cottonwood Ranch <br />Corps has issues with wording of NWP #27 relative to conversion of <br />need to be elevated to an Individual Permit (IP) <br />wetland to uplands. <br />Cottonwood Ranch: Determined that amending NPPD permit at <br />Cottonwood Ranch to include Program work at that location would be <br />09/28/2010 <br />Program has meeting with Corps to discuss <br />acceptable if NPPD would cooperate. Elm Creek: If no wetlands <br />permitting options <br />impacted, could be a NWP, otherwise, would require an IP. <br />Participants agreed to work towards and General Permit for future <br />work. <br />10/15/2010 <br />Corps issues authorization for Cottonwood Ranch <br />under amended NPPD permit <br />Program conducts a multi - project coordination <br />Key general discussion points: <br />meeting with Corps to discuss: <br />. NWP #27 could not be used for nesting island construction if fill <br />02/23/2011 <br />• 2011 proposed activities <br />is placed on vegetated sandbars to increase height for nesting. <br />.
