Mancos Water Conservancy District Agenda Item 20a. <br /> November 25-26,2002 (Updated December 2,2002) <br /> Mancos Water Conservancy District <br /> The MWCD was organized January 6, 1941 pursuant to the Water Conservancy Act of <br /> 1937, 37-45-101 et sea C.R.S. The District has the power to acquire and sell water <br /> rights, construct and operate facilities, exercise eminent domain, levy taxes, and <br /> contract with other agencies, including the CWCB. The MWCD established a water <br /> activity enterprise fund in 1993, in accordance with the provisions of TABOR. <br /> Project Description <br /> Three alternatives were analyzed in the feasibility study: <br /> 1. The no-action alternative. <br /> 2. Rehabilitate the inlet canal ($4.1 million.) <br /> 3. Rehabilitate the inlet and outlet canals ($6.62 million.) <br /> Alternative No. 1: No Action. This alternative is unacceptable because it will result in <br /> escalating maintenance and repair costs, and increases the possibility of a serious <br /> failure that would make it impossible to deliver water to customers (water users) during <br /> critical periods. District facilities are over 50 years old and the MWCD has had to make <br /> emergency repairs to the inlet/outlet canals on several occasions during the past 10 <br /> years. It is a matter of time before a failure renders the system inoperable for an <br /> extended period. <br /> Alternative No. 2: Rehabilitate the inlet canal ($4.1million.) This alternative would <br /> address the most critical repairs (inlet canal), and delay rehabilitation of the outlet canal. <br /> This alternative was not selected since a sudden failure of the outlet canal, although <br /> less likely, would still shut down the system. <br /> Alternative No. 3: Rehabilitate the inlet and outlet canals ($6.62 million.) This <br /> alternative was selected since it will allow the District to systematically schedule and <br /> complete rehabilitation of the entire canal system. <br /> Selected Alternative No. 3 <br /> The MWCD will use the loan from the CWCB to rehabilitate the inlet and outlet canals to <br /> the Jackson Gulch Reservoir. The MWCD will also replace its shop and headquarters <br /> buildings, and consolidate 3 of its 5 existing loans.
