The preliminary studies by WAPA indicated that the <br /> composite rate for energy would rise from 9.92 to 15.3 mills per <br /> kilowatt-hour. This large rise was attributed to the high costs <br /> of the Glen Canyon spillway repairs, the uprating programs, and <br /> the power plants at the Dallas Creek Project, Dolores Project, and <br /> the Bonneville Unit of the Central Utah Project (Diamond Fork) . <br /> Prior to July 20, the Bureau of Reclamation informed WAPA <br /> that a reduction in power capacity at Diamond Fork would signifi- <br /> cantly reduce the costs. The original study utilized a Diamond <br /> Fork cost of over $700 million, but the revised project is <br /> expected to be in the $200-300 million range and would reduce the <br /> proposed rate substantially. WAPA has not received any indication <br /> of the power capacity of the revised Diamond Fork project. <br /> WAPA expects to receive the pertinent data on Diamond Fork <br /> from the Bureau of Reclamation by mid-September. WAPA will <br /> conduct another repayment study shortly thereafter. After the <br /> study has been completed, and if a change in rate is required, <br /> WAPA will establish a new schedule for conducting the proposed <br /> rate adjustment process. <br /> 716 <br /> pow/rep <br />
