In attempting to <br /> finalize this document it was discovered that contracts exe- <br /> cuted in the past with reference to state lands required for <br /> project facilities clouded the issue, namely contracts be- <br /> tween the State Land Board and the Bureau of Reclamation, <br /> between the CWCB and the State Land Board, and a right-of- <br /> way agreement between the Division of Wildlife and the State <br /> Land Board, all documents covering the same lands . To <br /> resolve this problem, Mr. McDonald is proposing that <br /> existing contacts be terminated and new contracts be <br /> written. This process is underway and with the assistance <br /> of the Attorney General ' s Office, agreement on this approach <br /> can be obtained and the contracts be prepared and executed <br /> in the near future. <br /> 3. Personnel Changes, U.S. Department of Interior <br /> Mr. McDonald announced the recent personnel changes as <br /> follows: <br /> a. Resignation of Secretary James Watt and appointment <br /> of William Clark as the new Secretary. <br /> b. Appointment of Ann Dove McLaughlin as Under <br /> Secretary. <br /> • c. Appointment of Robert N. Broadbent (formerly Com- <br /> missioner of the Bureau of Reclamation) as Assis- <br /> tant Secretary for Water and Science. <br /> d. Appointment of Dr. Garrey E. Carruthers (formerly <br /> Assistant Secretary for Land and Water) as Assis- <br /> tant Secretary for Land and Minerals Management. <br /> e. Appointment of Robert A. Olsen (formerly Assistant <br /> Commissioner) as Acting Commissioner of the Bureau <br /> of Reclamation. <br /> 4. Status of Clean Water Act Amendments <br /> Mr. McDonald reported on the status of this legisla- <br /> tion, recalling the discussions at the September Board meet- <br /> ing and the positions he expressed at that time and which he <br /> had communicated to, orally and in writing, persons he was <br /> directed to communicate with. He summarized the three main <br /> issues being dealt with in term of potential amendments to <br /> the Clean Water Act. These include: <br /> 1 .
