Minutes of both of these <br /> two meetings would be presented for approval at the March 15-16, <br /> 1984 Board meeting. <br /> Agenda Item 4 - Director 's Report <br /> Mr. McDonald reported on several items which are summarized <br /> below: <br /> 1 . Status of Appropriations, Narrows Unit and Animas-La <br /> Plata Project <br /> Funds for both projects were included in the FY 1984 <br /> supplemental appropriations bill. The House passed the <br /> bill, including funds for both projects, before Congress <br /> adjourned in November 1983. The Bill was sent to the Senate <br /> in that month. No Senate action was taken before adjourn- <br /> ment but during hearings by the Senate Appropriations Com- <br /> mittee, funds for Animas-La Plata were retained but funds <br /> for Narrows were deleted. <br /> Since this action was taken, Mr. McDonald has been in <br /> close communication with the Congressional delegation to <br /> ascertain what action should be taken about the Narrows <br /> unit. He indicated also that some members of the Lower <br /> South Platte Water Conservancy District Board had met with • <br /> Senator Armstrong and based on these discussions, the Sena- <br /> tor questioned the strategy of seeking funds for both proj- <br /> ects and whether to attempt to add Narrows in the Senate <br /> Conference Committee if and when hearings are resumed. In a <br /> subsequent meeting among the Senator and Messrs. McDonald, <br /> Getches and Woodard, the Senator expressed the opinion that <br /> no further action would be taken by the Senate and that the <br /> matter will be handled through the regular appropriation <br /> process for FY 1985 which will commence after the President <br /> submits his budget request to Congress. Mr. McDonald point- <br /> ed out that he has been unable to learn whether the Presi- <br /> dent ' s budget will contain funds for new starts but is <br /> apprehensive of this approach because the Administration has <br /> not resolved its position on cost sharing because of the <br /> basic difference of this policy as between the Department of <br /> Interior and the Army Corps of Engineers . In conclusion, he <br /> stated that he would keep in touch with the Washington <br /> proceedings and he and the local sponsors of the two <br /> projects will continue to press for funds for both projects <br /> in the FY 1985 federal budget. <br /> 2. Closed Basin Project <br /> Mr. McDonald briefed the members on the status of the <br /> contract between the state and the United States (Bureau of • <br /> Reclamation) for repayment of fish and wildlife enhancement <br /> -2- <br />
