( 1) Delete the heading entitled "What role in planning?" <br /> because the main observation to be made about planning <br /> activities had already been covered at the top of page <br /> 5 and because a planning program cannot be fully <br /> outlined until the questions about what the state <br /> wishes to finance are first resolved , <br /> (2) In lieu of the section on planning , insert a new <br /> discussion addressing the question of why state money <br /> should be used to finance water projects , and <br /> (3) Refer to the Board ' s 1983 discussion paper on water <br /> project financing means on page 8 of the draft and <br /> update and include it as an appendix to the currently <br /> proposed discussion paper so that the final product <br /> will bring together all of the Board ' s efforts in one <br /> place . <br /> Lengthy discussion ensued among Board members about Mr . <br /> McDonald ' s suggestions . Additional points raised by the Board <br /> were that the discussion paper should identify the Board ' s <br /> responsibilities to develop procedures for project planning <br /> pursuant to section 37-60-115 (2) , CRS, and should <br /> affirmatively state that financing for water project <br /> construction should be provided using state tax revenues even <br /> though the benefits of water project development are largely <br /> not "public goods . " There was also substantial discussion of <br /> items numbered 3 , 5, and 6 on page 6 of the draft discussion <br /> paper, it being the concern of the Board that no rights to act <br /> in the future in any way be impaired or waived by positions <br /> taken in the discussion paper . It was also pointed out that no <br /> dam and reservoir is totally without immediate beneficial uses <br /> in that a reservoir can always be made available for public <br /> recreation, with reservoir evaporation being a beneficial <br /> consumptive use under those circumstances . <br /> At the conclusion of discussion, Chairman Robbins directed <br /> Mr . McDonald to redraft the discussion paper, based upon the <br /> Board ' s discussion and concerns , circulate the new draft for <br /> public comment , and put the revised discussion paper on the <br /> agenda for the March meeting for Board consideration for final <br /> action . <br /> Aaenda item 6 — Res.unse to Request of the CaRital Develoament <br /> Committee <br /> Mr . McDonald commented briefly on his memorandum to the <br /> Board concerning this agenda item (Appendix C) and drew the <br /> Board ' s attention to the draft " Five—Year Projections for Water <br /> Project Funding" which were attached thereto . With respect to <br /> this draft, Mr . McDonald proposed four changes : <br />
