In fact, we were <br /> unable to obtain legislative reports from OMB expressing the <br /> Administration's position until late in December, 1982. <br /> A brief analysis of the changes sought by the Administration <br /> is enclosed (January 14 , 1983 , memo from Jack Barnett) . As you <br /> will see from the first page of the memo, there are four major gitirtTIA <br /> issues. The most important of these may be the one concerning <br /> R:g <br /> cost-sharing, because it raises the issue of using power revenues <br /> from the basin funds.
