Colorado River Basin Salinity Control Program
Federal Legislation
The amendments to the Colorado River Basin Salinity Control
Act (P.L. 93-320) introduced in the last Congress by Senator
Armstrong (S. 2202) and Representative Kogovsek (H.R. 6097) did .
not move out of committee in either house. In fact, we were
unable to obtain legislative reports from OMB expressing the
Administration's position until late in December, 1982.
A brief analysis of the changes sought by the Administration
is enclosed (January 14 , 1983 , memo from Jack Barnett) . As you
will see from the first page of the memo, there are four major gitirtTIA
issues. The most important of these may be the one concerning

cost-sharing, because it raises the issue of using power revenues
from the basin funds. In this regard , see the attached January 5V

Grand Valley Project, Stage 2
The general categories of salinity reduction measures which
have been identified for Stage 2 of the Grand Valley project are
as follows :
( 1 ) Canal lining (concrete or membrane) ,
( 2) Cut-off barrier (similar in concept to a slurry trench)
below the Government Highline Canal,
