. <br /> Section 37-95-103 defines "project" to mean, inter alia, a "water <br /> management facility," which in turn is defined to include <br /> "stream-monitoring system." <br /> Discussion <br /> A satellite monitoring network of stream gaging stations in <br /> Colorado would be advantageous to the administration of water <br /> rights. Such a communications system could also monitor floods <br /> and act as a early warning system for flood events. <br /> A satellite monitoring network would yield a number of <br /> benefits. Among these would be more precise monitoring of <br /> Colorado's compact obligations, improvements in the timing and <br /> release of water deliveries, and reductions in flood damages that <br /> might otherwise occur without such .a communications system. It <br /> also appears that implementation of a satellite monitoring system <br /> could reduce administrative costs. <br /> The staff has reviewed the feasibility study with the State <br /> Engineer, who strongly supports the implementation of a satellite <br /> monitoring system. It should be noted that the Department of <br /> Natural Resources also supports the implementation of such a <br /> system and has requested funding for such in the State Engineer' s <br /> budget for FY 83-84. <br /> While the subject feasibility study has been prepared by <br /> ERT, which company is among the firms that offers satellite <br /> monitoring services, the staff offers no judgments as to the <br /> capabilities of ERT or any other firm to provide the services <br /> necessary to implement and operate a satellite monitoring <br /> network. The selection of a firm offering such services is not a <br /> matter before the Board . <br /> Recommendation <br /> The staff recommends that the Board forward the subject <br /> feasibility study to the General Assembly together with its <br /> recommendation that the General Assembly authorize the Authority <br /> to proceed with the consideration of a satellite monitoring <br /> network for stream gaging stations in Colorado.
