.
Section 37-95-103 defines "project" to mean, inter alia, a "water
management facility," which in turn is defined to include
"stream-monitoring system."
Discussion
A satellite monitoring network of stream gaging stations in
Colorado would be advantageous to the administration of water
rights. Such a communications system could also monitor floods
and act as a early warning system for flood events.
A satellite monitoring network would yield a number of
benefits. Among these would be more precise monitoring of
Colorado's compact obligations, improvements in the timing and
release of water deliveries, and reductions in flood damages that
might otherwise occur without such .a communications system. It
also appears that implementation of a satellite monitoring system
could reduce administrative costs.
The staff has reviewed the feasibility study with the State
Engineer, who strongly supports the implementation of a satellite
monitoring system. It should be noted that the Department of
Natural Resources also supports the implementation of such a
system and has requested funding for such in the State Engineer' s
budget for FY 83-84.
While the subject feasibility study has been prepared by
ERT, which company is among the firms that offers satellite
monitoring services, the staff offers no judgments as to the
capabilities of ERT or any other firm to provide the services
necessary to implement and operate a satellite monitoring
network. The selection of a firm offering such services is not a
matter before the Board .
Recommendation
The staff recommends that the Board forward the subject
feasibility study to the General Assembly together with its
recommendation that the General Assembly authorize the Authority
to proceed with the consideration of a satellite monitoring
network for stream gaging stations in Colorado. A proposed
letter of transmittal is attached for the Board's approval.
JWM/q1
Attachments: as stated
cc: Ival Goslin
MEMORANDUM -2- 3/1/83
