The Board approved and submitted the project to <br /> the legislature. The project was authorized in the amount of <br /> $1 , 200,000 in S.B. 439 ( 1981 Session) . <br /> The project is under construction at this time and is about <br /> ninety percent complete. The project, which consists of a treat- <br /> ment plant, a distribution system, and water storage facilities, <br /> will have a total cost of about $2, 115,000. <br /> Discussion <br /> The District's present water rights are junior to those of <br /> the City of Denver. The District has ' tried to obtain water from <br /> Green Mountain Reservoir, but has only been successful on a year- <br /> to-year basis. It has been unable to secure a long term contract <br /> to Green Mountain water. The State Engineer has determined that <br /> the District cannot increase its customers if it has to rely on <br /> Green Mountain water on a year-to-year terminable basis. <br /> The District has been able to obtain an option on 25 acre- <br /> feet of Vidler Tunnel Ditch Company water rights. These rights <br /> are above Dillon Dam on a tributary to the Blue River, are senior <br /> to the City of Denver, and will insure availability of water to <br /> the District for at least the life of their repayment obligation <br /> - to the Water Conservation Board .
