MEMORANDUM -2- March 2, 1983 <br /> The staff is of the opinion that only phase A, as identified <br /> above , should be initiated at this time. There are major <br /> questions which need to be explored concerning the frequency, <br /> magnitude, and duration of flows which would be available for <br /> diversion. This would include an analysis of the effects of the <br /> Narrows project and of flood releases therefrom. The Bureau of <br /> Reclamation is in the process of developing operating criteria <br /> for the Narrows Reservoir, so it will be timely to take these <br /> considerations into account. <br /> A critical problem for this project will be the sizing of <br /> diversion and conveyance facilities to handle relatively infre- <br /> quent, high volume, short duration flows. This will ultimately <br /> govern the availability of water for the project. With a thor- <br /> ough analysis of the hydrology in hand, the staff anticipates <br /> that one may be able to gain significant insights on the techni- <br /> cal and financial feasibility of the project using the very rough <br /> design and cost estimates that are already available in the just <br /> completed reconnaissance study. This is why we recommend that <br /> only phase A be initiated at this time. <br /> The consultant has estimated that phase A will cost $45,000. <br /> Recommendation <br /> I recommend that the Board enter into a contract with Trans- <br /> County Water, Inc. , for the preparation of Phase A of the feasi- <br /> bility study with one-half, but not more than $22,500, of the <br /> cost to be provided by the Board from -the construction fund, said <br /> amount : ( 1 ) to be considered a part of the project 's total cost <br /> if the project is subsequently constructed with monies provided <br /> by the Board , or (2) to become repayable at a service charge of 5 <br /> percent within 10 years after construction on the project, or any <br /> portion thereof, commences if the project is subsequently <br /> constructed without monies provided by the Board. <br /> bb <br />
