That study has
now been completed by Zorich, Spronk and Associates, Inc.
The reconnaissance study has been reviewed by the staff.
The consultant has addressed all of the issues which were
..
required of him. ` a5 ;,
OVEN
Discussion -
Due to the size and complexity of the proposed project, and 'k
based upon a review of the reconnaissance study, the consultant
has recommended and the staff concurs that the most logical
approach to this project would be to prepare a phased feasibility
study. The proposed phases for the study are as follows:
A. South Platte River Hydrologic Investigation
B. High Plains Water Supply & Utilization Analysis
C. Ability to Pay Analysis
D. Design and Cost Analysis (Level 1 )
E. Project Evaluation and Preliminary Conclusions
F. Design and Cost Analysis (Level 2 )
G. Environmental Assessment
H. Financial Program Development
I. Final Evaluation and Report Preparation
If the conclusion at the end of any consecutive phase of the
study is that the project is not feasible, then work could be
terminated and no additional expenditures incurred.
524
tcp/f
John R.Fetcher,Chairman-Herbert H.Vandemoer,Vice Chairman
C.M.Furneaux,Floyd L.Getz,Dale F.Grant,Robert A.Jackson,Richard W.Johnston,Jr.,Frederick V.Kroeger,David W.Robbins
