moved, seconded by Mr. Vandemoer, that the Board approve <br /> Mr. McDonald's recommendations as stated above. The motion was <br /> adopted by unanimous voice vote. <br /> Mr. Fetcher proceeded to Item 11, Blue River Project, and <br /> asked Mr. McDonald to briefly discuss it. Mr. McDonald pointed <br /> out that the Blue River Water District had received funds from <br /> the construction fund in 1981 for its proposed project. Work on <br /> the project is underway and is about 90 percent complete. <br /> Present estimates indicate that $140,000 of state funds will <br /> remain after the project is finished . The District requested <br /> that these funds, coupled with a like amount of District funds be <br /> aproved for the purchase of senior water rights which are needed <br /> to serve increased customers. The District 's present water <br /> rights are junior to those of the City of Denver and it has tried <br /> to obtain water from Green Mountain Reservoir but has been unable <br /> to secure a long term contract for this water. Purchase of 25 <br /> acre-feet of senior water rights would complement the project <br /> that is practically complete. However, Mr. McDonald mentioned <br /> that when the Board initially approved the project, it was not <br /> contemplated that the Board 's funds would be used to acquire <br /> water rights. (See Appendix J . ) <br /> Mr. Fetcher called on Messrs. Norm Ringhaud and George Dean, <br /> members of the District for testimony. Both individuals stressed <br /> the need for the additional water, indicating that it would <br /> enable the District to issue additional tap permits and thus <br /> -11- <br />
