-r <br /> Mr. Fetcher introduced Agenda Item 10--Closed Basin <br /> Project--and asked Mr. McDonald to discuss it. In his remarks <br /> Mr. McDonald pointed out that problems associated with the Closed <br /> Basin Project had been the subject of discussion at several of <br /> the previous Board meetings and was again summarized in his <br /> March 1, 1983, memorandum to the Board. (See Appendix I . ) In <br /> essence, the funds authorized in S.B. 537 (1977) to finance the <br /> non-federal costs of the "Full Fish and Wildlife and Recreation <br /> Enhancement Plan" as proposed in the Definite Plan Report were <br /> insufficient. At our request, the Bureau prepared a "Reduced <br /> Development Plan" which has been approved by the Board and is <br /> acceptable to the Division of Wildlife. The elements of this <br /> plan will be embodied in a contract between the Board and the <br /> United States, the major provisions of which were attached to the <br /> March 1 , 1983 , memorandum to the Board . In concluding his <br /> remarks, Mr. McDonald recommended that the Board authorize him <br /> to agree to a contract which encompasses the full development <br /> plan, subject to the condition that the contract must contain a <br /> provision which permits the state, at its sole discretion, to <br /> determine at the time of construction exactly which features and <br /> in what quantity are to be constructed; and that the Board ask <br /> the Division of Wildlife and the Division of Parks and Outdoor <br /> Recreation to enter into a memorandum of understanding with the <br /> Board which specifies the obligations of each in performing the <br /> responsibilities which the state will assume in the repayment <br /> contract with the Bureau (the contract itself will not specify <br /> the relationship among the affected state agencies) .
