Strang for the Board' s consideration. Mr . Johnston moved, <br /> seconded by Ms. Sanfilippo, that the draft letter be amended to <br /> include Board comments and that the amended letter be forwarded <br /> to Congressman Strang (Appendix H) . The motion was adopted <br /> unanimously. <br /> 3. Cache la Poudre River <br /> Mr . Johnson moved, seconded by Mr . Wright, that it is <br /> the Board ' s position that H.R. 3547 introduced by Congressman <br /> Hank Brown should be mended to make it clear that the reservation <br /> of water established by the inclusion of portions of the river in <br /> the national wild and scenic rivers system is a reservation which <br /> arises expressly from and only from the act designating the river <br /> for inclusion. Subject to such an amendment being made, the <br /> Board supports the passage of the bill. The motion was adopted <br /> unanimously. <br /> 4. General Position on all Rivers <br /> Mr . Lochhead moved, seconded by Mr . Johnston, that it is <br /> the Board' s position that Colorado' s rivers should not be <br /> designated for inclusion in the national wild and scenic rivers <br /> system unless and until the issues surrounding the consequences <br /> of such designation are resolved on a river-by-river basis , <br /> particularly as regards the reservation of water which <br /> designation may result in. Any legislation which would designate <br /> a river for inclusion in the national system should expressly <br /> resolve water rights issues, including any reservation of water , <br /> if any, for all federal purposes resulting from such desig- <br /> nation. The motion was adopted unanimously. <br /> - 9 - <br />
