SUMMARY OF RECOMMENDATIONS <br /> • COLORADO FLOOD HAZARD MITIGATION PLAN <br /> (dated January, 1985) <br /> Colorado Water Conservation Board <br /> o Re-establish a State program to map flood hazard <br /> areas in Colorado communities. <br /> o Develop a technique for mapping approximate dam <br /> failure floodplains below all dams in Colorado. <br /> o Improve public awareness of flood hazards . <br /> o Investigate feasibility of State funding to <br /> remove streamflow obstructions . - - <br /> o Create a State managed permit system for proposed <br /> development in the floodplain. <br /> o Promote the rehabilitation of aging dams <br /> o Recommend a dam failure insurance zone for <br /> insurance purposes . <br /> o Develop a means for dam owners to obtain relief <br /> to support dam rehabilitation or improve spillway <br /> capacity due to downstream development. <br /> o Apply for a statewide general permit under <br /> Section 404 of the Clean Water Act for the <br /> performance of certain emergency flood control <br /> measures in Colorado. <br /> Colorado Geological Survey <br /> o Investigate vulnerability to loss of life in <br /> hazardous canyons in Colorado. <br /> o Prepare a technical manual for the standard <br /> identification of mud and debris flow hazard areas . <br /> 312 <br /> at/m/fhmp <br />
