The following state agencies have been identified as lead <br /> agencies to carry out the indicated number of recommendations: • <br /> Colorado Water Conservation Board (9) , Colorado Geological Survey <br /> (5) , State Engineer (5) , Division of Parks and Outdoor Recreation <br /> with the Division of Wildlife (5) , Division of Disaster Emergency <br /> Services (10) , Department of Highways ( 1) , the Department of <br /> Institutions ( 1) , and the Department of Health (1) . <br /> Implementation of the recommendations will be constrained by <br /> limited state and federal financial resources at this time. Even <br /> with obvious long term cost effectiveness, many of the actions <br /> recommended to reduce flood damages will still require initial <br /> funding. Recommendations that agencies modify existing programs <br /> or improve coordination stand the best chance of being <br /> implemented first. Funds to implement the more costly items will <br /> have to be sought from the state legislature or the Federal <br /> government.
