In order to obtain the benefits of <br /> federal disaster relief and recovery programs which are available <br /> 411 under such declarations, the state was required to prepare a <br /> flood hazard mitigation plan in 1981 and to update this plan in <br /> 1984. - <br /> Colorado was the first state to have to prepare such a plan <br /> under new federal laws which took effect prior to the Lawn Lake <br /> disaster. Colorado 's plan has served as a model throughout the <br /> nation. <br /> At the request of the Colorado Division of Disaster <br /> Emergency Services, the CWCB staff was placed in charge of <br /> preparation of the state 's flood hazard mitigation plan, with <br /> Bill Stanton designated as the state 's flood hazard mitigation <br /> officer. An enormous amount of effort, at considerable personal <br /> sacrifice on the part of many state employees, has gone into the <br /> preparation of the plan in order to meet tight federal deadlines . <br /> The purpose of this agenda item is to provide the Board with <br /> an overview of the flood hazard mitigation plan. We will also <br /> brief the Board on the steps which we are taking to obtain <br /> assistance from the Corps of Engineers and Soil Conservation <br /> Service to address flood hazards identified in 1983 and 1984. <br /> • APPENDIX F 312 <br /> m/fhmp <br />
