2/14/85 <br /> Statutory . <br /> Reference <br /> 24-4-103 BASIS AND PURPOSE - Changes in names of species are made to <br /> (4) reflect the same changes accepted in scientific publications and <br /> the Comprehensive Management Plan for Colorado's wildlife. The <br /> overall policies, objectives and proposed strategies for species <br /> protected under this Chapter are stated in this Strategic Plan. <br /> The long-range goal is to sustain all nongame wildife at or <br /> above their current level and to enhance habitats for those <br /> species which have declined in abundance, especially those <br /> designated as threatened or endangered within this state. These <br /> regulations which are necessary for the protection of species <br /> named herein are based on the best population and habitat <br /> information available from the scientific community, Division <br /> studies, and the public at large. <br /> The Arctic Peregrine Falcon was changed from Endangered status <br /> to a Threatened status. The Arctic Peregine is only accidental <br /> in occurrence in this state, thus when the Department of <br /> Interior reduced the status from Endangered to Threatened the <br /> Division has recommended a similar designation. <br /> One bird and five fish, were removed from the Threatened <br /> designation. The White Pelican nesting colony appears to be at <br /> carrying capacity. Production of young is now taking place at <br /> two separate sites at Riverside Reservoir compared to one ten <br /> years ago and nesting density has increased. Due to cooperative <br /> efforts of the Bureau of Land Management and the Riverside <br /> Irrigation Company the nesting habitat has been stablized and <br /> improved and will likely remain secure for many additional <br /> years, therefore we are upgrading its status. The Arkansas <br /> River Speckled Chub may be extirpated as none have been found in <br /> Colorado since 1914. The Plains Orangethroat Darter and Johnny <br /> Darter have a greater distribution and are more numerous than <br /> previously believed. The Colorado River Cutthroat Trout and Rio <br /> Grande Cutthroat Trout are a subspecies of those trout <br /> classified by the Wildlife Commission as game fish. The <br /> Colorado River Cutthroat Trout and the Rio Grande Cutthroat <br /> Trout originally considered a threatened species has since been <br /> determined not to be in jeopardy. These subspecies of trout can <br /> be properly managed through special restrictions on the waters <br /> where they occur such as catch and release, tackle restriction, <br /> and/or limiting the bag and possession to further enhance their <br /> populations. <br /> 8. <br />
