STATE OF COLORADO <br /> COLORADO WATER CONSERVATION BOARD <br /> Department of Natural Resources • <br /> 721 State Centennial Building <br /> `' 4. i <br /> 1313 Sherman Street <br /> Denver,Colorado 80203 <br /> Phone: (303) 866-3441 R E S O L U T I O N <br /> Richard D.Lamm <br /> Governor <br /> J.William McDonald <br /> CONCERNING H.R. 1246, 99TH CONGRESS Director <br /> David W.Walker <br /> Deputy Director <br /> WHEREAS, Congressmen Cheney and Miller have introduced H.R. <br /> 1246, a bill "To establish a federally declared Floodway for the <br /> Colorado River below Davis Dam" ; and <br /> WHEREAS, this bill has been introduced in response to the <br /> flood damages which occurred along the lower mainstem of the <br /> Colorado River in 1983; and <br /> WHEREAS, those damages occurred primarily ._ _because <br /> development had been permitted in the originally intended <br /> floodway below Hoover Dam and even within flood protection levees <br /> in some instances; and <br /> WHEREAS, those damages occurred despite the fact that the <br /> operation of the Colorado River reservoirs in 1983 was well <br /> within the requirements of the Hoover Dam Flood Control <br /> Regulations; and <br /> WHEREAS, inappropriate developments in the floodplain along <br /> the lower mainstem of the Colorado River must not be allowed to <br /> interfere with the primary purposes and intended operations of <br /> the Colorado River reservoirs ; and <br /> WHEREAS, the State of Colorado has a major interest in the <br /> operation of the Colorado River reservoirs; and <br /> WHEREAS, representatives of the governors of the seven <br /> Colorado River Basin states have endorsed H.R. 1246 and will <br /> present a statement on the bill in hearings before the Water and <br /> Power Subcommittee, Committee on Interior and Insular Affairs, <br /> U.S. House of Representatives. <br /> NOW, THEREFORE, BE IT RESOLVED by the Colorado Water <br /> Conservation Board in regular session assembled in Denver, <br /> Colorado, this 3rd day of May, 1985, that it does hereby endorse <br /> and urge the prompt enactment of H.R. 1246, with the technical <br /> amendments to sections 5 and 8 of the bill being proposed by the <br /> representatives of the governors of the seven Colorado River <br /> Basin states . <br /> 313 <br /> res/aai <br />
