regulations the requirement that there be a case-by-case review
and detailed hydrologic or hydraulic investigation for all •
rezoning and development activities within the approximate
100-year floodplain.
6 . The federal government and local governments will be
strongly encouraged by the Board to perform detailed floodplain
studies, it being the strong preference of the Board to base
its floodplain designations and approvals on detailed
engineering studies to the maximum extent possible.
Motion adopted unanimously.

a . Ratify Statement of Opposition, Case No . 5-84CW285,
Little Elk Creek Village . (Members Robbins and
Lochhead abstained because of attorney-client
relationship) .
Mr . Vandemoer moved, seconded by Mr . Covert, that the Board
not ratify the statement of opposition filed by the staff and
that the staff be authorized to withdraw the statement of
opposition. Motion adopted unanimously.
b. Withdrawal of statement of opposition, Case No.
4-84CW053 , W. L. and Dewanna L. Gray. •
Mr . Smith moved, seconded by Mr . Covert, that the Board
authorize the staff to withdraw its statement of opposition
ratified by the Board at its July 13 , 1984, meeting. Motion
adopted unanimously.
c . Informational Items .
Mr . Jencsok reported on this item during which he discussed
the following instream flow matters :
(1) Wet Mountain Valley cases.
(2) Green Mountain Reservoir Environmental Impact Statement
being prepared by the Bureau of Reclamation.
(3 ) Preliminary instream flow recommendations in Summit
County as related to the Green Mountain Reservoir water sales.
(4) Resolution of Case No . 7-83CW144 , Westfork Development,
Ltd.
No Board action taken.
