Agenda Item 3 - Approval of Minutes <br /> Draft minutes for the July and September, 1984, Board <br /> meetings were laid over until the January, 1985, meeting. No <br /> formal motion was made. <br /> Agenda Item 4 - Director ' s Report <br /> Mr . McDonald reported on the following items: <br /> 1. Federal appropriations for construction funds for <br /> Animas-La Plata and Narrows Projects <br /> Construction funds for both projects were initially <br /> included in the continuing resolution for FY 1985, but the <br /> Senate version deleted the Narrows Project and contained <br /> funding only for the Animas-La Plata Project. However, in the <br /> last few days of the Congressional session, in conference <br /> committee hearings, the Animas-La Plata Project was also <br /> deleted. Because of favorable consideration given to the <br /> project in the past session of Congress, efforts should be made <br /> to obtain funding for the Animas-La Plata Project either in a <br /> supplemental appropriation bill for FY 1985 or in the <br /> President ' s budget for FY 1986. <br /> 2 . Closed Basin Project <br /> a. Amendatory legislation to authorize a new fish and <br /> wildlife mitigation plan for the project was passed <br /> by both Houses of Congress during the last week <br /> before Congress adjourned. <br /> b. The Lease Agreement and Contract between the United <br /> States and the State for repayment of operation, <br /> maintenance, and replacement of separable costs for <br /> fish and wildlife and recreation enhancement <br /> facilities was executed by the United States, the <br /> Department of Natural Resources and the Division of <br /> Wildlife. This document is now being processed <br /> through the state system. <br /> c . The Contract between the United States and the <br /> Colorado Water Conservation Board providing for <br /> assignment by the Board to the United States the <br /> state-owned lands required for project facilities . <br /> This contract is also being processed through the <br /> state system. <br /> 3 .
