(2) Take the position that S. 2918 is an unacceptable <br /> response to the problem. <br /> (3) Direct the staff to participate in any seven-state <br /> discussions of H.R. 5055 and report back to the Board on the <br /> results of such deliberations so that the Board can take such <br /> additional action, if any, it deems appropriate. <br /> Motion adopted unanimously. <br /> Agenda Item 13 - Bureau of Reclamation' s 1984 Colorado <br /> River Operation Study - Appendix G <br /> In reporting on this item, Mr . McDonald indicated that <br /> during the past year he presented to the Board information on a <br /> Bureau of Reclamation study and re-evaluation of the operation <br /> of the major reservoirs on the Colorado River . The study <br /> involves the definition of "feasible, " alternative operation <br /> strategies and a standard method for quantifying the effects of <br /> each strategy (as measured in terms of minimizing the risk of <br /> flooding in the Lower Colorado River, water supply, flood <br /> control, and power generation) . <br /> The Bureau intends to complete and finalize the study by <br /> February 1, 1985 . A draft report is to be made available for <br /> review by the states in early December, 1984 . Mr. McDonald <br /> • will present the study for the Board ' s consideration and <br /> comment when it becomes available. <br /> However, Mr . McDonald has significant concerns even at this <br /> time about the schedule for the completion of the study, the <br /> lack of sufficient time to review and comment upon such a <br /> critically important matter, and the lack of documentation <br /> about the computer model which is being used to perform the <br /> study. He voiced these concerns to the Bureau previously, but <br /> without much success . <br /> Mr . McDonald recommended that the Board express concern <br /> about the manner in which the study is being handled. He had <br /> prepared a draft letter to the Commissioner of Reclamation <br /> expressing this concern for the Board ' s consideration. <br /> Mr . Robbins moved, seconded by Mr . Lochhead, that the Board <br /> approve the letter to be sent to Acting Commissioner of <br /> Reclamation Olson (copy of draft letter attached) . <br /> Motion adopted unanimously. <br /> • <br /> -11- <br />
