APPENDIX F • <br /> STATE OF COLORADO <br /> COLORADO WATER CONSERVATION BOARD <br /> Department of Natural_Resources / * `� <br /> 721 State Centennial Building <br /> 1313 Sherman Street <br /> Denver, Colorado 80203 Richard D.Lamm <br /> Phone: (303) 866-3441 Governor <br /> J.William McDonald <br /> Director <br /> David W.Walker <br /> Deputy Director <br /> FROM: Gene Jencsok <br /> DATE: February 15, 1984 <br /> SUBJECT: Operation Plan for Colorado River Basin Reservoirs <br /> We have reviewed the proposed Operation Plan for 1984 and <br /> the 1984 Colorado River Operation Studies POS in relation to the <br /> February 6 , 1984 , 24-Month Operation Plan. <br /> Our comments are as follows: <br /> 1 ) The final 1984 Operation Plan goes beyond that which <br /> was agreed to by the 7-Basin states in Las Vegas on <br /> December 7 , 1983. <br /> 2) The plan, under upper quartile conditions, has a <br /> projected system storage space of 4. 4 MAF on August 1 , <br /> and 5. 8 MAF on September 30 , 1984 with .a target of <br /> 7. 532 MAF on Janauary 1 , 1985 . <br /> 3 ) The reservoir system is being operated for flood <br /> control beyond the 1984 runoff season with a large part <br /> of the flood control space being created in the Upper <br /> Basin. <br /> 4) The attached Flood Control Plan indicates that the <br /> flood control space in the Upper Basin is often 2-3 <br /> times as much as in Lake Mead (March 1985) . <br /> 5) The Bureau has apparently adopted the January 1 target <br /> space requirement of 7 . 5 MAF for January 1985 and <br /> January 1986 without any justification other than flood <br /> control and before the completion of any analyses. The <br /> COE 1982 study is apparently not being followed. <br /> With respect to the Plan of Study we have the following <br /> comments : <br /> 192 <br /> op/cr <br /> APPENDIX F <br />
