APPENDIX F •
STATE OF COLORADO
COLORADO WATER CONSERVATION BOARD
Department of Natural_Resources / * `
721 State Centennial Building
1313 Sherman Street
Denver, Colorado 80203 Richard D.Lamm
Phone: (303) 866-3441 Governor
J.William McDonald
Director
David W.Walker
Deputy Director
FROM: Gene Jencsok
DATE: February 15, 1984
SUBJECT: Operation Plan for Colorado River Basin Reservoirs
We have reviewed the proposed Operation Plan for 1984 and
the 1984 Colorado River Operation Studies POS in relation to the
February 6 , 1984 , 24-Month Operation Plan.
Our comments are as follows:
1 ) The final 1984 Operation Plan goes beyond that which
was agreed to by the 7-Basin states in Las Vegas on
December 7 , 1983.
2) The plan, under upper quartile conditions, has a
projected system storage space of 4. 4 MAF on August 1 ,
and 5. 8 MAF on September 30 , 1984 with .a target of
7. 532 MAF on Janauary 1 , 1985 .
3 ) The reservoir system is being operated for flood
control beyond the 1984 runoff season with a large part
of the flood control space being created in the Upper
Basin.
4) The attached Flood Control Plan indicates that the
flood control space in the Upper Basin is often 2-3
times as much as in Lake Mead (March 1985) .
5) The Bureau has apparently adopted the January 1 target
space requirement of 7 . 5 MAF for January 1985 and
January 1986 without any justification other than flood
control and before the completion of any analyses. The
COE 1982 study is apparently not being followed.
With respect to the Plan of Study we have the following
comments :
192
op/cr
APPENDIX F
