featuring activities as picnicking, hiking, overnight camping, boat <br /> launching and boat rental facilities. The Upper Yampa Water Conservancy <br /> District agrees to pay for the construction of a campground with <br /> appropriate facilities to be located in the Martin Creek vicinity of the <br /> park. The campground will accommodate at least 100 camp sites on <br /> approximately 90 acres. The campground location will be restricted to <br /> the area north of the east-west ridge line running through the middle of <br /> the park, south of Martin Creek. The campground will extend no further <br /> east than the north-south centerline of Section 30. Efforts will be <br /> made to screen the visual impact of vehicles and campers from the <br /> reservoir, taking into consideration the topography of the area and also <br /> consideration will be given to adding trees for additional visual <br /> screening and for the enhancement of the campground itself. A detailed <br /> park plan will be completed and will address specific uses such as <br /> camping and day use parking lots, as well as such things as parking at <br /> the major marina site. Site plan review will be scheduled so input from <br /> all parties can be generated as they relate to location and the <br /> architectural design of facilities. <br /> It is understood that the Colorado Division of Parks and Outdoor <br /> Recreation will have input into the details of the second marina to be <br /> placed on the south shore of the reservoir. The exact location, size, <br /> and service level of the proposed south marina will be mutually agreed <br /> upon by the Upper Yampa Water Conservancy District, MountainAir Co., and <br /> DPOR and will involve such things as number of slips, moorings, and <br /> • location of boat ramp. Also, if DPOR does operate the reservoir, a <br /> small structure or other accommodation may be provided for the <br /> administrative use of DPOR, and DPOR will regulate egress and ingress of <br /> boats and all recreational uses of the reservoir. <br /> Closure of Limited Access Road <br /> Along North Shore of Reservoir <br /> The Upper Yampa District agrees, if Routt County agrees, to closing the <br /> limited access road on the north side of the reservoir (as shown on site <br /> plan) for public use after October 31 each year to help protect the elk <br /> winter range from ready access by people and vehicles. If DPOR <br /> administers the site, it is anticipated that the DPOR would have <br /> personnel in the area year-round to assist the Division of Wildlife with <br /> enforcement of wildlife regulations. <br /> • 5 <br />
