Seconded by Mr . Kroeger , the <br /> motion was carried by unanimous voice vote . <br /> Closed Basin (Item 8) <br /> Mr . McDonald first discussed the status of repayment con- <br /> tract negotiations with the Bureau of Reclamation (see Appendix <br /> D) . He reported that the Bureau is ready to proceed with the <br /> contract as revised during negotiations . <br /> Mr . McDonald, then, reported on the status of construction <br /> of the Closed Basin Project (see Appendix E) . He indicated that <br /> the Bureau wants Board consent by November , 1983, for Stage Three <br /> construction . He suggested that the matter be on the agenda for <br /> the November meeting . <br /> Colorado River Basin Salinity Control Program (Item 10) <br /> Inspection and O&M of Private Laterals , Grand Valley Unit <br /> (Item 10b) <br /> Mr . Dan Clay, Grand Junction Projects Office , Bureau of <br /> Reclamation, summarized an inquiry from his office concerning a <br /> requirement of Stage Two construction , the Grand Valley Unit , <br /> for an entity to be responsible for the O&M obligation (see <br /> Appendix F) . <br /> Since about 75% of the valley' s irrigated lands are served <br /> by private laterals which will be lined during Stage Two, the <br /> matter of a suitable organization is an urgent one if construc- <br /> tion is to proceed on schedule early in 1986. The Colorado Co- <br /> operative Extension Service is investigating ways to organize in <br /> order to execute the agreements . <br /> A related issue is potential state involvement in the <br /> inspection after construction as an element of an O&M agreement . <br /> Mr . Johnston responded that irrigators cannot afford mainte- <br /> nance costs over time . He believes that the principal bene- <br /> ficiaries are the irrigators in downstream states , not those who <br /> are being asked to assume the maintenance burden. Therefore , the <br /> costs should be shared . <br /> Mr . Clay indicated that the Bureau will respond with respect <br /> to cost effectiveness of the program. <br /> The meeting was recessed at 4: 50 p .m. and reconvened at 7: 15 <br /> a .m. on September 9. <br /> -3- <br />
