E. <br /> Wild and Scenic River Studies (Item 4) <br /> Mr . McDonald summarized his memo of August 31, 1983 , to the • <br /> Board (see Appendix B) and presented the detailed study findings <br /> on the Conejos , Los Pinos , Piedra , Dolores , and Gunnison study <br /> rivers , provided as attachments to that memo . <br /> There was extensive Board discussion , along with public com- <br /> ment , in favor of and opposing designation , which included both <br /> specific issues on particular rivers and broad policy matters . <br /> The Board discussed potential implications on water development <br /> and management, including Colorado River salinity control and <br /> compact relationships with other states . <br /> The Board will similarly consider the remaining study rivers <br /> at subsequent meetings before considering what , if any, position <br /> it wishes to take . <br /> Proposed Legislation Concerning Revenues for Ruedi Reservoir <br /> ( Item 7) <br /> Mr . McDonald summarized the previous discussion at the <br /> July 7, 1983, meeting and described five issues which have been <br /> raised (see Appendix C) . <br /> In the ensuing discussion, Mr . Don Hamburg , representing the <br /> Colorado River Water Conservation District , commented that the • <br /> proposed legislation appears to be contrary to the purposes and <br /> understandings surrounding the original project agreement with <br /> his district . <br /> Mr . Bill Martin, Regional Director , Lower Missouri Region , <br /> Bureau of Reclamation , reiterated the Bureau' s position that <br /> additional authority is needed to collect for water service <br /> beyond that necessary to repay the obligation and to meet <br /> operating and maintenance costs . <br /> Mr . Charles L. "Tommy" Thomson, General Manager , South- <br /> western Water Conservancy District , expressed his support for the <br /> concept of the legislation. He observed that for legislation to <br /> be enacted there would have to be unanimous support among Colo- <br /> rado interests . <br /> Mr . Greg Hobbs , Co-counsel, Northern Colorado Water Conser- <br /> vancy District , pointed out that history shows that after the re- <br /> payment obligation has been met , the services should be free of <br /> subsequent charges . He expressed concern over a policy shift in <br /> this proposal. Mr . Hobbs suggested that if legislation is en- <br /> acted it should provide for credits to the State as a whole <br /> rather than to a specific area or district . <br /> Mr . Johnston moved that the Director of the Board, acting as <br /> Chairman of the Frying Pan-Arkansas Commission , arrange a meeting • <br /> of the signatories and that the Board ask the Bureau not to go <br /> -2- <br />
