Staff members from the CWCB, Attorney <br /> General' s office, and the Division Engineer 's office were present <br /> to discuss the instream flow filings with the District and to <br /> hear their concerns. <br /> The District's major concern centers around their ability to <br /> transfer senior direct flow rights upstream to Platoro Reservoir <br /> for storage. This has been a long term goal of the District. <br /> However, little activity has taken place to accomplish it until <br /> recently. <br /> The Attorney General ' s office and CWCB staff are now working <br /> up the language for a stipulation which would alleviate the <br /> District 's concerns and still leave the Board with a viable <br /> instream flow right in the referenced streams. <br /> Water Division 4 <br /> After a lengthy negotiation period, the Upper Gunnison River <br /> Water Conservancy District withdrew its statement of opposition <br /> on nineteen of the Board ' s instream flow appropriations in the <br /> Gunnison River basin.
