The motion was approved by <br /> unanimous vote . <br /> Colorado Water Congress (CWC) Report <br /> Chairman Fetcher called upon Dick MacRavey, Executive <br /> Director , for a brief report on current activities of the CWC. <br /> Mr . McRavey reported that his agency was continuously monitoring <br /> water legislation being considered by the General Assembly , <br /> testifying as necessary, and preparing and circulating resumes of <br /> such legislation. He also indicated that the CWC plans to <br /> intervene in the litigation , National Wildlife Federation versus <br /> Marsh, and is soliciting funds for this purpose . <br /> State Engineer 's Report <br /> Jeris A. Danielson, State Engineer, reported on several items <br /> listed below : <br /> 1. Legislative Bills introduced in the General Assembly <br /> concerning water <br /> 2. 1983-84 fiscal year budget for the Division of Water <br /> Resources <br /> 3. Paradox Valley Water Rights <br /> 4. Green Mountain Reservoir operating criteria <br /> 5. Proposed reorganization of Corps of Engineers Division <br /> and District Offices <br /> 6. Transfer of agricultural water rights . (Consolidated <br /> and Rocky Ford Ditches , Arkansas River Basin . ) <br /> (Bill Paddock noted need for State to protect its <br /> obligations under Compact in such transfers) <br /> 7 . Water supply forecast for 1983 water year <br /> Due to the absence of Ival Goslin , no report was presented <br /> on activities underway by the Water Resources and Power <br /> Development Authority. <br /> Project Construction Schedule , FY 83-84 - (Agenda Item 8) <br /> Chairman Fetcher introduced Agenda Item 8 and asked Mr . <br /> McDonald to discuss the staff recommendations as concerns <br /> expenditures of construction fund moneys as contained in H. B. <br /> 1102 (see Appendix B attached) . <br /> In response to Mr .
