2. Funds included in the 1983 Jobs Bill for Bureau of <br /> Reclamation and Corps of Engineers projects in Colorado . <br /> 3. Addendum No. 2 to the Narrows Unit Definite Plan Report <br /> prepared by the Lower Missouri Regional Office , Bureau of <br /> Reclamation , had been sent to the Washington Office for review <br /> and comment . <br /> 4. Mr . McDonald indicated that pursuant to the Board ' s <br /> authorization in the March 5, 1983 meeting he testified before <br /> the House and Senate Subcommittees on Energy and Water <br /> Development and Appropriations on behalf of Colorado Water <br /> projects in April . <br /> 5. Cost-Sharing on Federal projects <br /> 6 . Congressional Hearings . <br /> Mr . McDonald stated that Senator Abdnor of South Dakota had <br /> introduced an Omnibus Water Resources Bill and that hearings <br /> before his Committee were scheduled for May 18 and 19. In order <br /> to testify at these hearings , at the Governor 's request, Board <br /> authorization was needed . Mr . Jackson moved , seconded by Mr . <br /> Vandemoer , that Mr . McDonald be authorized to attend the hearings <br /> to present testimony on Colorado projects . The motion was <br /> adopted on unanimous voice vote . <br /> 7. Animas-La Plata and Narrows Projects <br /> Mr . McDonald reported the construction funds for these <br /> projects were not included in the President ' s FY 1984 budget <br /> request . Despite the requests for such funds in his testimony <br /> and requests from project sponsors before the appropriate <br /> Congressional Committees , it appears doubtful that funds will be <br /> made available in FY 1984. <br /> 8. State Legislation <br /> H.B 1320 (deficit funding bill) . This bill was passed by <br /> both Houses and had been signed by the Governor . As reported in <br /> previous board meetings , $22. 5 million of construction fund <br /> moneys _ were transferred to the general fund to help alleviate <br /> the 1983 budget defecit . <br /> Mr . McDonald reported that the Long Bill authorizing general <br /> fund expenditures for FY 1983-84 was being debated in both <br /> Houses . As concerns the Board ' s budget , the Long Bill contained <br /> no funds for Special Purposes; funds for Personal Services were <br /> reduced to accommodate 22. 4 Full Time Employees (FTE) instead of <br /> 25 authorized . The Board 's request for Travel and Operating <br /> funds were also reduced substantially, 25% for travel and an <br /> amount equal to that appropriated for the current year for <br /> operating . <br /> -2- <br />
