Criteria for acquisition of lands around reservoir sites
Introduction
Until this year, none of the projects to come before the
Board has involved the construction of reservoirs on private
land . As a consequence, the Board has never developed any
policies or guidelines on how to handle such situations. In
order that the circumstances involved in constructing a reservoir
on private property might be consistently handled by the Board,
it may be desirable to develop a set of guidelines in this
regard.
Discussion
Upon its own initiative, the staff has contacted the Bureau
of Reclamation and other public agencies to see what materials
they might have available. Attached is a rough draft, based
mainly upon Bureau information, of the topics which might be
covered. The staff is of the opinion that the possibility of
guidelines should be discussed thoroughly at subsequent Board
meetings after we have had time to research and prepare complete
proposals for the Board ' s consideration.
Recommendation
I recommend that the Board direct the staff to prepare
proposed policies and guidelines for the Board 's review and
consideration over the next couple of meetings .
