Freeman : Thank you for your letter to our Mr. Ioannides regarding the possible continuation and further funding of the Meeker project. In your letter you mention that the town desires to utilize the remaining $393 ,500 of CWCB funds to purchase water rights. In the project summary submitted to the . Board in February, 1975, only $6 ,000 was identified as the "Water Rights Legal cost allowance" for the project . About $3 ,000 of this money has been spent. The Board , in their March 3 , 1983 meeting , considered a similar request on a different project. As with your project, unexpended money remained from that authorized for construction. The request was denied by the Board as a matter of policy. There also appears to be some doubt as to whether there is statutory authority to use construction fund moneys to acquire water rights . In light of the Board 's recent decision on this similar request, and in light of the fact that the original proposal for your project did not contemplate the use of construction fund moneys to acquire water rights, I am denying your request . Should you wish the Board to reconsider your project and my denial of your request, please let us know so that we can include the Meeker project on the Board 's agenda for the next (May 5) meeting .
