After careful consideration by the <br /> staff of each of the projects listed in section 5, and after <br /> evaluating the effect of the temporary withdrawal of funds <br /> authorized by the legislature in H.B. 1320, it is recommended <br /> that the Board proceed with expenditures as follows (assuming <br /> H.B. 1102 becomes law as passed by the Senate agriculture <br /> committee) : <br /> (a) provide State funds for the Chatfield channel project <br /> improvement and Closed Basin federal projects so that <br /> construction for these projects will be continued by <br /> the Federal Government, <br /> (b) provide State matching funds for the Hertha Reservoir, <br /> for which Soil Conservation Service construction moneys <br /> are available in FY 1982-83, <br /> (c) allow ongoing construction for the Highland Lake and <br /> Ridges projects, <br /> (d) provide State matching funds for the Overland Reservoir <br /> project, for which U .S.
