(2003 Supp.), I am pleased to submit <br /> this report covering the activities of the State Engineer on dam safety in Colorado for Fiscal <br /> Year 2005-2006. <br /> Colorado's Dam Safety Program strives to provide the citizens of Colorado with <br /> responsible protection from failures of dams. We continue to improve our program by taking <br /> advantage of the research and training provisions of The National Dam Safety Program Act <br /> of 1996, as well as the assistance offered by matching grants to the states. <br /> The Dam Safety Program achieved a great number of goals and objectives this past <br /> fiscal year in the design review and inspection of dams. Although we experienced a number <br /> of incidents at dams this year, including sinkholes due to piping failures, serious seepage, <br /> cracking, and slope stability failures, with the implementation of the dam safety program and <br /> capable staff, the impact of these incidents were significantly reduced. The dam owners <br /> responded with emergency actions to prevent the loss of life or significant property damage <br /> occurring. Our dam safety personnel also responded in a timely manner to assure <br /> appropriate actions were being followed to protect the public safety. <br />
