I now <br /> have that report in draft fors, and although it is in a sense <br /> confidential, that is, reports to Congress are not properly <br /> distributable until they are actually submitted to Congress, <br /> I feel it is appropriate to furnish a copy to the state chair- <br /> men, and I also intend to furnish a. copy to Judge Stone for <br /> review and constructive comment, it being, my thought that as <br /> soon as the states aot I will want to have this report of <br /> mine ready to go, so as not to have any lost motion or lost <br /> time chargeable to me. That report may give you gentlemen <br /> some ideas of what you want to say in your transmittal to your <br /> legislatures. If it is useful to that extent, fair enough, <br /> but I would like to get ideas from you, not only on what is <br /> in it, but on what is omitted, and what additional material <br /> might go into it. I will be glad to have you give it to the <br /> commissioners of your state to see it, but it is not in any <br /> sense for distribution or discussion beyond the limits of this <br />
